By chittering out a hodgepodge of complex algorithmic computer code, you can disrupt technology attempting to process your words. You gain the Combat Hack skill feat. You can Combat Hack a creature with the tech trait within 30 feet without the use of a hacking toolkit or free hand. If you do, the action loses the manipulate trait and gains the auditory and linguistic traits.
