Cosmopolitan Bretheda is massive enough to form its own miniature system. The tumultuous gas giant ruled by Confluence, the name for a superorganism formed from linked barathu consciousnesses, is circled by dozens of moons with their own sovereign societies, including: Dykon, a crystalline haven of knowledge inhabited by inquisitive urogs; Kalo-Mahoi, a world of warm seas that's become a bastion of art and culture thanks to the achievements of its native kalos; and Marata, a utopian forest moon where maraquoi colonies thrive.
Confluence once governed Bretheda, including protectorates created to safeguard the interests and rights of populations living on many of the gas giant's moons. At that time, only Kalo-Mahoi had gained full Pact status and had its own voice on the Pact Council. For generations, commerce and laws were decided by Confluence, who prioritized barathu interests on Bretheda and neighboring Liavara (another designated protectorate controlled by Confluence) over the so-called fringe interests of people living on the nearby moons Dykon and Marata.
